 | LaTonya Darneish McElroy - President
LaTonya is the HR Staffing Specialist/Training Coordinator at Red River Credit Union. LaTonya is a top 10 graduate of Liberty Eylau High School, is a certified Professional in Human Resources, has completed two Associates Degrees (of Arts & Behavioral Science) with Honors from Texarkana College, has received a Bachelor’s of Arts & Sciences Degree in Administrative Leadership (with Academic Distinction & Presidential Honors) from Texas A&M-Texarkana, and is currently pursuing her Masters of Science in Business Administration. In addition to being an Officer of Tri-State SHRM, she is also a 2010 member of the Texas State Council of SHRM, and of SHRM National. LaTonya serves as Financial Treasurer for her church and is a Christian Mime/Interpretive Dance Ministry instructor, performing workshops and instruction as a positive influence for youth and young adults in the greater Texarkana Area. LaTonya receives much of her inspiration for goal achievement from her four children, spouse and family but relies on her faith in Jesus Christ as her greatest source of strength and peace.  | Joey Martin - President Elect
Joey Martin graduated from the University of Central Oklahoma obtaining a Bachelor of Science in Accounting in May of 1990. After graduation Joey accepted a position with Express International as part of the accounting staff in Oklahoma City, Ok, where he was promoted to Financial Accounting Manager. In 1997 he decided to pursue a challenge in the staffing industry by purchasing an Express Employment Professional Franchise. His offices have received the prestigious “Circle of Excellence” designation each year since he became an owner.
Joey is current President-Elect of the Tri-State SHRM Chapter and obtained his PHR-Certification in June of 2006. He also has served on boards for the Texarkana Chamber of Commerce, Southwest Arkansas Workforce Board, Partners-In-Education Committee, Caddo Area Council Boy Scouts, and the Texarkana Wilbur Smith Rotary Club.
Joey has been married to Jamie Martin since 1998. They have two boys Jakob-8 and Joshua-2.

Amy Carlton has worked in education for seventeen years. She is completing her fourth year as Executive Director of Human Resources for Liberty-Eylau Independent School District. In addition to her duties in the area of Human Resources, she is also the coordinator of federal programs for the district. Prior to this position, Amy taught high school English and junior high school math for a total of eleven years. She also worked for PEIC, a public school improvement program, through the Texas A&M University system. Amy is a member of the National Society for Human Resource Management and a member of the Texas Association of School Personnel Administrators. She also serves on the board for the Literacy Council of Bowie and Miller Counties. She holds a Bachelor of Science degree in Secondary Education and a Master of Education degree in Education Administration, both from Texas A&M University – Texarkana.

Pamela Marie White currently serves as the Office Manager for ReNew Medical Spa, LLC. She has served our community in the past in administrative roles as the Practice Manager for CHRISTUS Medical Group, Customer Relations Director and HR Manager of CHRISTUS St. Michael Rehabilitation Hospital, as well as owner of Home Care Plus, LLC. She is married and she and her husband, Ken, have three lovely children. Pam holds a MBA and a Bachelor of Arts and Applied Sciences degrees. She is PHR certified and has been a member of Tri-State SHRM for 4 years.

Steve joined BWI1 Companies, Inc. in March 2006 as Director of Human Resources. Steve also serves as a part-time, Adjunct Professor in the Business College at Texas A&M University - Texarkana, is a Past-President of the local SHRM Chapter in Texarkana, is a District Director of the Texas State Council of SHRM and serves on the Board of Directors of Young Life Texarkana.
Steve started his career in 1979 with Procter & Gamble where he served in management roles in Corporate Public Relations, Plant Environmental, Employment and Industrial Hygiene and as a member of a large manufacturing plant start-up team. From 1992 to 1997 he was the self-employed owner of Collier’s Catering in San Antonio. He also served as an organization development consultant, focused on building effective work teams and developing leaders. Steve worked for the HEB Grocery Company in San Antonio from 1997 to 2004 in Human Resources and Change Management in HEB’s Supply Chain Organization. From 2004 to 2006, he worked for Uti Integrated Logistics in Baytown, TX as Director of HR. Steve earned his BA in Biology and Political Science in 1977 from Rice University, followed by an MS in Industrial Engineering in 1979 from Texas A&M, College Station.

Wendy Coltharp - Commun/ External Relations Chair Wendy possesses a Bachelor degree in "Behavioral Science" from Texas A & M University, Texarkana and is three courses away from completing her Masters Degree in Human Resource Management from Colorado Technical University. She finds time to serve as Communications/External Relations Chair of Tri-State SHRM, Member of Twin Cities Toastmasters, Immediate Past Chair of the Chamber Ambassadors, Member of National League of Junior Cotillions, Kiwanis of Texarkana, Main Street Texarkana Committee Member. Wendy is a 2005 graduate of the Leadership Texarkana program & has served for three years as a judge for the DECA District 6 Career Development Conference. In addition, she serves as an interview judge for area pageant systems across Arkansas, Texas, Oklahoma, & Louisiana.
